I don't know how to get these items.. but I think it's not from one new tier. Coz we know that New York it's not in Beta Versions.
Perhaps it will be like Daily Chance Collections, known also as Lotto Collections which we get by winning 3 three same numbers in weekly Lottery Tickets.
You'll find these colelctions in New York, right under the Daily Chance Collections. Only chosen players have these already.. I think soon will be applied to all players.
